Initial policy tests
The strongest case for support will be proposals that set clear decision timetables, coordinate consenting bodies, reduce repeated evidence requests and improve pre-application certainty.
Support should be qualified where detail is needed on enforceability, resourcing, appeal or extension arrangements, transitional provisions, or the treatment of environmental and community safeguards.
Proposals should be challenged where they add a new approval layer, preserve duplicated evidence requirements, create unclear responsibilities or replace statutory certainty with discretionary coordination.
Evidence gaps

- Verified evidence of consenting delays and their effect on delivery certainty.
- Operational assessment of any proposed timetable, process or data requirement.
- Legal and technical assessment of environmental and community safeguard provisions once the text is available.
