Purpose

Assess the relevance of the 4 September 2026 Lords debate, “Social Mobility: Local Roots, Lasting Change”, to Northstar Group plc’s Skills & Apprenticeships priority.

What has changed

A ministerial contribution by Baroness Smith of Malvern, Minister of State for the Department for Education and Department for Work and Pensions, addressed locally responsive skills policy and expanded youth apprenticeship support. Relevance to Northstar

Risk and opportunity

The main opportunity is a stronger route for Northstar and other employers to shape technical training around frontline and infrastructure workforce needs. The main risk is a fragmented or England-only model that does not fit a UK-wide workforce, or greater flexibility without sufficient quality control.

Recommended internal work

  1. HR and Operations should map priority roles, current and planned apprenticeship demand, delivery locations and barriers to effective levy use.
  2. Public Affairs should obtain the full Hansard contribution and official DfE/DWP guidance.
  3. Public Affairs should compare the policy design with the approved position once the autumn skills devolution White Paper is published.
  4. After the internal evidence check, prepare engagement options for approval. No external contact or commitment is proposed at this stage.

Current judgement

Keep the issue active and work underway. The development is sufficiently relevant to merit monitoring and internal preparation, but not sufficiently detailed to support a public response or a firm assessment of impact.
